Pat Scully is Bernstein Shur’s chief executive officer. He is also a member of the Energy Practice Group. As CEO, Pat chairs the firm’s board of directors.
For more than 25 years Pat has represented Bernstein Shur’s energy clients in a variety of contract and regulatory matters, including representation before Maine’s Public Utilities Commission. Pat represents developers and owners of generation facilities, electricity suppliers and others in rate and rate design proceedings, rulemaking and regulatory compliance, responses to competitive solicitations such as standard offer service and compliance with state renewable portfolio standards. Pat also represents energy clients in negotiation of interconnection agreements and transmission agreements with utilities as well as the negotiation of wholesale and retail contracts for the purchase and sale of energy, capacity, and RECs. Pat’s energy clients include owners and developers of all forms of generation, including wind, biomass, hydroelectric, solar and natural gas facilities.
Pat also represents numerous Maine towns and special districts in utility regulatory matters, including the regulation of electricity, gas, water and telecommunications providers.
Pat is recognized by Best Lawyers in America and Chambers USA for his energy law and administrative law work. He is AV-rated by Martindale Hubbell.
